What is a complaint?
A complaint is a written and signed statement alleging a violation of federal or state laws or regulations, which may include an allegation of unlawful discrimination, harassment, intimidation, or bullying. If the complainant is unable to put the complaint in writing, due to conditions such as a disability or illiteracy, the agency shall assist the complainant in the filing of the complaint.
UCP Complaints
A complaint regarding the violation of specific federal and state programs that use categorical funds such as Adult Education, After School Education and Safety, Agricultural Vocational Education, American Indian Education Centers, American Indian Early Childhood Education, Career Technical Education, Child Care and Development, Consolidated Categorical Aid, Foster Youth Services, Local Control Funding Formula and Local Control Accountability Plans, Migrant Education, Nutrition Services, Regional Occupational Centers, School Facilities, Special Education, Tobacco-Use Prevention Education, and Unlawful Pupil Fees are considered UCP complaints. UCP complaints are filed with the district superintendent or their designee.

Williams Complaints
A Williams Complaint, another type of UCP complaint, regards instructional materials, emergency or urgent facilities conditions that pose a threat to the health and safety of pupils, and teacher vacancy or misassignment and may be filed anonymously. Williams Complaints are filed with the principal, or their designee, of the school in which the complaint arises. Schools have complaint forms available for these types of complaints, but will not reject a complaint if the form is not used as long as the complaint is submitted in writing.

After School Programs
We are non-profit after-school program with a great homework center, enrichments, activities, and sports! Our fee is $75 for the school year, scholarships are available.
20 to 1 Student / Teacher Ratio
Our ratio is 20 to 1 from Kinder to 8th graders! The program’s policy is that each student must attend a minimum of 15 hours a week for elementary and middle school.
After school Program Schedule
We are open and closed based on EP school schedule. Our weekly program hours are Monday-Friday: 2:00pm-6:30pm.

About Boys & Girls Clubs of Silicon Valley
Founded in 1944, BGCSV is a non-profit youth development organization that offers innovative and effective afterschool and summer enrichment programs primarily for low income, at-risk Santa Clara County youth ages 6-18 years. BGCSV serves approximately 3,000 regular members at 13 Clubhouse locations in San Jose, Morgan Hill, and Gilroy. The majority of the youth we serve are living in economically depressed, high crime neighborhoods with an absence of adult role models or mentors.

Silicon Valley’s future prosperity is dependent upon growing a middle-class workforce ready to meet the global demands of a knowledge-based economy. We know that the path to building our future workforce is preparing local youth with the skills required to succeed in college and a career. We aim to help close the opportunity gap to achieve greater economic, political, and social equality among disadvantaged youth and the communities in which they live.
BGCSV takes a holistic approach to creating well-rounded, confident, and healthy youth and aims to provide programs and services that speak to all aspects of a child’s development. To achieve these goals, comprehensive curricula are provided within the following Core Enrichment Program Areas that address the academic, linguistic and cognitive growth, and emotional and social needs of youth. Core Program Areas are age and developmentally appropriate; are supportive of the diversity of children and families served, including culture and language; and are operationally efficient and effective.
About our programs
A chartered affiliate of Boys & Girls Clubs of America, BGCSV utilizes a proven youth development strategy that nurtures young people’s self-esteem by instilling in them a sense of belonging, usefulness, competence, and influence. Clubs engage youth in mentoring relationships with caring adults and offer age-appropriate and diverse programs provided by trained youth development staff, supplemented by hundreds of volunteers in these core area programs: Technology, Character & Leadership, Education & Career, Arts & Cultural Enrichment, Health & Life Skills, and Sports, Fitness & Recreation.

Together we will continue to develop relationships and practices that will assure every student feels safe, respected, and loved. We also want to continue our focus on making academic progress aligned with California’s Common Core Standards.

AFLC (Youth) Graduation Requirements:
To be eligible for graduation from Escuela Popular Accelerated Family Learning Center, students must meet the following requirements:
A: History/Social Science – Three years (30 credits), including one year of World History, one year of U.S. History, one-half year of U.S. Government, and one-half year of U.S. Economics
B: English – Three years of English (30 credits) that includes frequent and regular writing, reading of classic and modern literature, and practice listening and speaking, including English 2, English 3, and English 4.
C: Mathematics – Two years of mathematics (20 credits) that include the topics covered in elementary and advanced algebra and two- and three-dimensional geometry, including Pre-Algebra and Algebra (Three years recommended, Geometry)
D: Science — Two years of science (20 credits) providing fundamental knowledge, including biology and physical science.
E: Foreign Language or Performing Arts – One year (10 credits) of the same language other than English, Art or Dance.
F: Physical Education – Two years of Physical Education (20 credits).
G: Electives – 70 credits, equivalent seven year-long courses.
Community Service – All students are required to complete 40 hours of community service prior to graduating (5 credits)
Total: 205 credits to obtain a high school diploma
CTC (Adult) Graduation Requirements:
A: History/Social Science – Three years (30 credits), including one year of World History, one year of U.S. History, one-half year of U.S. Government, and one-half year of U.S. Economics
B: English – Three years of English (40 credits) that includes frequent and regular writing, reading of classic and modern literature, and practice listening and speaking, including English 2, English 3, and/or English 4 with a minimum completion of English 2 and English 3.
C: Mathematics – Two years of mathematics (20 credits) that include the topics covered in Integrated Math 1 and Integrated Math 2, (three years recommended, Integrated Math 3 or Pre-Calculus).
D: Science — Two years of science (20 credits) including Biology and Physical Science.
E: Foreign Language or Performing Arts – One year (10 credits) of the same language other than English, Art or Dance.
F: Physical Education – One years of Physical Education (20 credits).
G: Electives – 60 credits, equivalent six year-long courses.

SanJuana Ochoa is currently a Vice Principal of Escuela Popular. She began at EP as a student in 1986 and soon after she was recruited by EP’s founder, Lidia Reguerin, to become an ESL teacher.
